I actually collect cards with the original Sugimori watercolor artworks. here’s a list of Pokemon that never had their Sugimori arts make it onto TCG cards:

Sugimori actually created 2 watercolor versions for each of the Gen 1 Pokemon. The Red / Green ones are the “originals”, and the Red / Blue variants were made for the games’ international releases.
Some call it lazy, I call them nostalgic
