To my knowledge they are all from this The Pokémon Weekly box which, as far as I’m aware, gives 28 cards at random.

There are 4 diffferent types of card.
Regular cards which aren’t very fancy:
“-2” versions of cards which have a holofoil name and a ribbon:
Holofoil versions of the regular cards which have a larger ribbon:
And finally seasonal cards (2 per season) which join to form an extended image:
Some things to note:
- I don’t know if regular versions of “-2” cards exist;
- I’m not 100% confident that the holofoil Pichu I have is from this box - it may have been a promotional item (I did not pull my holofoil Pichu, I bought it separately back in 2018);
- I’m not 100% confident that holofoil versions of any of the other cards exist;
- I’ve not seen a “-2” version of the Pichu card;
- I don’t know if there is any variation to the seasonal cards;
- All the boxes I’v seen appear to have the Eevee card at the front - I don’t know how random the boxes are.
I hope that provides some information, albeit possibly not hugely useful.
Edit: Doing some searching on Google for “ポケモンウィークリー カード” (The Pokémon Weekly cards) I can now say that:
- There are holofoil versions (double ribbon) of other cards in the set (image);
- There are holofoil name versions (single ribbon) of cards which aren’t the “-2” variant (image);
- The image I shared for the previous point also proves that single ribbon versions do exist for regular cards (as I have that News No. 21 card without the ribbon) and it also shows that they go up to at least 54 rather than 52.
I am now very curious whether a single ribbon version of the Pichu exists.
