The Fan Club promo trio is such a fascinating set of cards which due to the GET point system stipulation caused the higher ranked prize card to be more common than the lower rank prize card. The point system seemed to be very strict in terms of the points you received in completing the tasks. So it kind of seems like a grind overall.

Eg: Simple tasks like posting a postcard at the official posting center got you 10 points. And you can only use the same posting center only once.
-
Participating in events, inviting friends, ordering stuff all gave 10 points. Seems like a bit too much to do to be able to get 10 points.

If you managed to get your article published you were eligible for points. Based on the type of article and structure.
The biggest award you got was of 100 points and that was for continuing your membership from first year to the next.
The points were only redeemable once for any prize. Redeeming a prize just sets your point count to 0 again and you start the whole process again.
So I can only imagine the mindset of the people participating who always aimed for the 700 point card since that was the top prize. Redeeming any lower prize means you need to grind all the way back to 700 points to be able to get the Porygon. This ended up making the Porygon slightly more common than the Eevee card, since more people just did the grind all the way to 700 points. This also made the 600 Point Magikarp the rarest of the 3 cards, which just got caught as a middle child between the easy and the more grindy option. The price and pop reports for the cards reflect this.
Also to answer your query @alleybro , Porygon is much rarer compared to the Masaki Gengar, but it is still the more common from the other 2 old back Fan Club promos.
Cheers!
