Galaxy foil was used on 1999-2000 Base and French, Spanish and German Base. 1999-2000 was printed in several countries including the UK, and these foreign versions were mostly printed by Cartamundi in Belgium. 3rd printed Fossil with Galaxy foil was printed in Australia.
It’s a bit of cluster, because portuguese Base (1st ed and unlimited) had Galaxy but they were, as far as I’m aware, mostly produced in the US, and unlimited Italian base (cosmos foil) apparently also had a US run despite how the 1st ed run was produced in Belgium (also cosmos foil) alongside the other foreign versions that came out with galaxy foil around the same time. Safe to assume the foils were intertwined in terms of chronology, a lot of cosmos going on at the same time with other sets as well.
The time-window for all of this is pretty short though, so my immediate assumption would be that the use of it on this promo in 2001 is simply a matter of using avaliable/leftover stock.
