You’re missing a few Pikachu, like the French Birthday, Flying, and Surfing Pikachu for example. To quote myself from an earlier similar post:
Unfortunately I don’t have all the foreign WotC Pikachu yet, as I’m missing two German and two Spanish WotC era Pikachu promos, as well as a Japanese version of the Ivy Pikachu artwork.
But I can provide you with a list of languages/variations of each Pikachu promo. (I’ve only included reprints from the WotC era. There are also reprints of the promo artworks from later eras (e.g. Birthday Pikachu in the Celebrations set), which I haven’t added to the list below.)

Some others I’ve noticed (haven’t looked too closely besides the Pikachu tbh):
#3 Mewtwo is also released in Korean
#20 Psyduck is also released in German, French, Italian, and Portuguese
The legendary birds (#21-23 ) were also released in Portuguese
And yes, Pikachu was the only Dutch promo (both with and without Pikachu stamp, as mentioned in a comment above). The other WB promos weren’t released in Dutch.
