What sucks is that it most likely will be returned via ship so could take months to get back to you

It is the responsibility of the seller to be aware that import charges exist.

However, it is the responsibility of the buyer to be away of their own country’s import laws.

Frankly, in my opinion, anyone old enough to use eBay is old enough to pay import charges. That said, you can’t force them to pay the charge. If they plan to have the parcel returned to you, I would be clear that you will refund only when you have received the cards. You are responsible to get the package to the customer. It is only fair that the buyer is responsible for the return journey (which, in this case, is by their own volition).

That’s exactly what I said to them. I don’t like to adjust the price listed on labels unless I know the buyer. It’s too much risk and I’d lose out on insurance should a package go missing.

Looks like I need to state the obvious on future listings: Be aware that import charges may be applicable in your country. Please check online what these rates will be.

Would that be sufficient?

eBay.com says you can copy/paste this in your listings: “International Buyers – Please Note: Import duties, taxes, and charges are not included in the item price or shipping cost. These charges are the buyer’s responsibility.
Please check with your country’s customs office to determine what these additional costs will be prior to bidding or buying.”

Good god that’s so entitled and stupid. I hope you put them in their place. Also pretty sure you can report the buyer to eBay for avoiding fees.

You should be covered Joe! I have had this occur 5-10 times and they sided with me (the seller) in every instance. I think denying a package is covered under seller protection. Either way give customer service a call, they have fantastic service.

I couldn’t be bothered with the hassle of it all to be honest. I gave him a partial refund of a low amount. From now on I’ll be adding that statement to my listings.

Seriously buyers like them should just be banned. If you can’t be bothered to find out whether your purchase is subjected to customs import duties, don’t do online shopping. The ignorance is staggering in this case.
