PSA normally will not custom encap. something that has a copyright on it, such as Pokemon.
I went to a lot of trouble to have my For Position Only cards graded [took about 6 months]. Upon getting both written and verbal confirmation by PSA, I submitted my cards, only to have them graded and then stripped of their grade. before they sent the cards back to Australia [which is about $70 AUD], I managed to get in contact with them and hold my order.
They agreed that the situation was a “tricky one” and I had done everything right in order to get them graded. That said, they were not going to honor what they had stated / written. With that said, the head grader told me that even though custom encap is not for copyright related cards [more for your own hobby cards that you have personally made etc], he would make an exception.
The rules may have changed since then, but that is what I know from 3 months of contact back and forth with PSA.
In order for a signature to be authenticated with PSA, they need multiple signature examples directly from the signer. Since this has not happened in Pokemon, they do not grade or authenticate Pokemon signatures. Beckett/JSA authenticates signatures without examples directly from the signer.
Any Pokemon card that isn’t signed by sugimori or Arita are a bit of a grey area I think, not enough examples of know legit signatures to even compare to.
I think this is an example of what the custom encapsulation looks like, it’s a green border encased by psa. There are standards for this I’m sure, just I remember seeing these once:
