Card Identification Help

Hi Folks,
I’ve had these sitting in a box for about 8 years as part of a large collection purchase. Does anyone know anything about either of these cards? This collection also came with a English square-cut Mewtwo, but I’ve never seen an Italian one before and couldn’t find any others to research. Also, I have no idea what to call this blank card or what it’s origins might be. This was a high-end vintage collection purchase.

The Blank is a Filler Card. More Specifically, it’s a WOTC 2 Border Filler Card. It’s from an empty spot on a WOTC sheet where no card was printed, Filling out the sheet.
