eBay: Who Pays for Return Shipping Label?

When returning an item because it’s not as described, eBay typically allows the buyer to print a return shipping label.

Does the seller pay for it? Or who does?

The seller should, though sometimes the buyer will suck up the cost if they’re unaware of how the process should work. Also I don’t think eBay actually forces sellers to send a pre-paid shipping label to continue with the return process. I’ve certainly returned things in the past and have received emails saying “here’s your return label, time to ship!”, yet there’s been nothing there, in which case I message the seller to get them to send me the label (if they refuse because they don’t wanna pay, just message eBay explaining they’re not cooperating).

For items not as described cases, eBay charges the shipping label to the seller via eBay fees. For buyers remorse cases, the buyer should pay(if they are honest about why they are returning it).
