I was just looking at my fan club porygons and I saw a difference between the print for these two. One on the left has these “circles” around the card while the right one has no “circles”. Is the one on the right first print or something? Anyone have any idea?
I am guessing it is a different level of “holo bleed”

It’s a type of holo bleed. I’ve seen those circles before on other cards from that era (CD promos & English Neo Revelation holos).
They kinda look like grease stains now that I think about it. 
It’s just a difference in the holo pattern.
