I was a big fan of the artwork in lost thunder, and then probably paradox rift. The ancient cards are really cool. I really enjoy a lot of the modern artwork though like 151 poliwhirl illustration rare holy smokes. There are just a lot of good ones

The problem I have with modern is that the storytelling within individual cards is incredible however the narrative across every set is missing.
So the question of favourite modern set is basically a game of taking the top 5% of best cards from each set and picking based on that.
Whereas if you asked me what my favourite set overall is, I’m inclined to say Delta Species. There is no real stand-out cards in Delta Species but what it does have is both a world and a concept entirely unique to the TCG and every single card in the set contributes to the world-building and connects to a larger narrative. E-series sets are similar but I think too subtle for their own good (and also disrespect the Japanese releases).
The closest thing today might be Battle Styles, but even then the concept is not particularly interesting from a collecting standpoint. I think we are viewing the trade-off of having a large number of really good independent artists vs a small number of core illustrators that generally put less time into each illustration.
I am not that big into modern and this might be an unpopular opinion, but my favorite modern set is Dark Phantasma. Solely due to the fact that Legends Arceus is my favorite game post Gen V and the set has a strong connection to that game. The Japanese holiday sets have a lot of incredible artwork, but the main sets are mostly reprints and the huge number of cards make them feel bloated to me.
Celebrations. A perfect anniversary set and far better than prior ones. This one actually felt like it was celebrating the tcg overall.
I had to think which set has been the most fun to open and it has to be Generations, radiant collection was a blast to complete and as a subset it also gave an opportunity for sweet double pulls
Vstar had me flipping through the booklet of cards checking off which ones I wanted and I had already collected. Probably the reason I started collecting modern.
Crown zenith and xy flashfire
Besides battle styles I’m not sure I can think of the last set that had a solid theme to it. Maybe dragons exalted? But that’s just dragon Pokemon. So it’s not too hard to theme that one.
My favorite themes are sandstorm and legend maker. It’s funny all the well themed ones tend to be lower tier like battle styles. Maybe you need to sacrifice stonk for a story

Eevee heroes, V Star universe and 151 have stood out to me!
Many of the BW sets had quite strong themes, they were just severely lacking in so many other ways. They did have the gold cards though, a somewhat redeeming trait.
151 is such a boring set. Only exciting thing to come out that set was charizard getting his neck shrunk
