First partner pack, where to buy?

Hi guys, I’m currently baffled as to where to buy these packs, can someone point me out at the right direction?

I got mine at a GameStop. The binders didn’t show up on their website or Pokémon center’s day one so these may not either?

I got mine from my local GameStop. I called ahead and they did them on a first come, first serve basis while limiting them to one per person.
