A “set” of shadowless holos in nm-m condition not including Charizard isn’t really something you’re likely to be able to buy. Either you get them all at once (including the Charizard) or you have to settle for buying the cards individually.
Non-1st edition shadowless holos that are truly near mint / mint are certainly very difficult to find these days non-graded. You will see many listings on eBay offering shadowless cards that are “near mint” but don’t be fooled. Unless a listing has some truly high-quality photos of the cards from various angles which shows the condition, it’s generally a safe bet to assume that the listings you’ll find aren’t for cards that are truly near mint / mint. And even with seemingly great photos, many sellers will avoid posting photos that show the worst blemishes of the card.
Pro tip - if a seller lists their item as “near mint,” it’s safe to assume it’s a bit worse than that. If a seller lists their item as “mint,” then the card might actually be a near mint, but it’s very unlikely that it’s actually mint.
The exception to this is if you can find a very reputable seller (someone that the efour community can vouch for) who would not risk damaging their reputation by giving you a false description of their cards’ conditions. But the difficulty with this is that any decent seller who knows they have shadowless holos that are close to mint are likely to have these cards professionally graded.
This is a long-winded way of telling you that you’re very unlikely to be able to find what you’re asking for here - a truly nm/m shadowless holo set (especially without the Charizard already included).
You could monitor eBay frequently and buy individual shadowless cards that look like they have a chance of being in nm/m condition. Keep the ones that are actually in good enough condition for your standards, and sell the ones that are not up to your standards (but for the sake of your integrity you obviously should relist the cards as being in their true condition). Eventually, you should be able to get what you’re looking for this way. But this can be a difficult and time-consuming process.
If you do not have the patience to complete this process (and I would not blame you) then you are likely better off buying shadowless holos that have already been graded PSA 8 NM/Mint. The going rate for these cards seems to be roughly $30-55 each, with the exceptions of the Venusaur ($75), Blastoise ($135), and Charizard ($325). SEE HERE . So all told you’ll be able to complete the holo set, including the Charizard, for roughly $1000. That may be more than you’re looking to spend, but it will certainly save you a lot of time, energy, and stress, and the value of these cards will likely hold up better in the future than what you’re able to scrounge ungraded on eBay.
Another alternative option is simply compromising on the idea of getting a nm/mint set. If you’re willing to accept cards that are merely in “good” condition you can certainly complete the set much more cheaply and easily.

Well, if the cards are truly Near Mint / Mint (in other words they would all be graded PSA 8s) then I would think they are worth about half of what the cards actually graded PSA 8 are worth… So, take away the Charizard and I’ll say…
Maybe around $350? Just a guess.
Thank you so much for the great response, but yeah, I was actually lucky enough to find a truly nm+ Holo set (not including Charizard) and the seller was looking for about $360. I was just curious if that was a reasonable price. Ive tried looking through eBay, but it’s difficult to get a rough estimate of a general price of that many cards in that condition.

MINT/NM being on the higher end, and nm-pl on the lower. Not gem mint 
How much would you guys value the PSA 9 Holos(non blastoise/venusaur/charizard)? They seem to be all over the place and I don’t want to overpay. I don’t mean to hijack, I’ll make my own thread if I have to.
