Others may know more but I believe these are unofficial cards. I saw they were discussed here before.

Not sure when exactly the cards got printed but the illustrations belong to a book called " Pokemon All Moves Encyclopedia" (γγ±γγγ’γ³γΉγΏγΌε ¨γγ倧ε³ι) . You can still purchase the book from Amazon or Mercari JP. What it contained was 165 techniques of Pokemon from Gen1 with illustrations. It depicted the type, name and power of the move and also the 3 best Pokemon that execute that move well. My guess is it was sort of a game / strategy guide or info book.
The cards seem like they are direct scans of the pages of the book. The only thing missing is the page number.
How does the back side look for the pictures that you posted above? I have also seen these cards before but the backside is just your bootleg shiny sticker prints.
