I own several dozen PSA 9 & 10 1st edition Holofoils, and recently noticed that some of my PSA 10 holos have light scratches on the holofoil.
My question is, are scratches permitted on a PSA 10 card ? Just to confirm, the scratches are definitely not on the cases. These are light scratches that are not visable at first glance. You have to tilt the card in very good lighting to find them. I would think that light scratches on the holofoil would eliminate a card as a PSA 10.
A 10 is not necessarily a perfect card. There are plenty of 10s with holo scratching. It’s up to the grader’s opinion whether or not the scratching is significant enough to drop the grade to 9.

Almost every single holo card out there probably has at least one minute scratch somewhere. It’s almost impossible to find a flawless one.
Also, keep in mind that grading is subjective. The process is done by humans; not robots. So, what might be a 10 to one grader might be a 9 to someone else.
