The price link at the top of the page is for graded cards, but is there some place to get a rough idea about values for better condition “raw” material? Just the 15 English 1999 Unlimited Base Set holos.

I would just look up what NM copies sell for and the current asking prices. Or just take PSA 7-8 copies and decrease $10 for grading
The answer is no, there is no price guide.
A price guide in this hobby is inherently futile because the prices change so often.
Your only option is that going through as many recent eBay sales as you can and trying to adjust your expectations accordingly.
But keep in mind the price is going to vary entirely based on the condition of the card you’re seeking.

Agree with what’s above. Look at things like recent listings, recently sold cards of the same condition, and keep in mind who’s doing the selling as well. Big business have more outreach/credibility than Billy Bob with no feedback as a seller.
I think Ebay sold listings are the best to get an idea of a raw NM cards value for something like base set. All those cards are sold typically multiple times a week or day so it gives you an up to date price.
As mentioned before, check eBay sold listings. Pay close attention to the condition though.
