I can say these types of cards exist to fill a blank spot on the uncut sheet. Is this particular copy real? Probably, but I couldn’t really say with confidence without seeing it in person. This grading company is like a few days old so from my perspective, it’s pretty much ungraded.

Technically is it really a misprint when it’s a purposeful cut/blank in the sheet?
Probably yeah. I’ve seen the Blank filler cards a few times before. Here two different CGC graded ones I saved a picture of.
They pop up on the Gotta Misprint 'Em All FB group every once in a while. But without seeing the actual Pokémon back, it’s hard to say if that specific card in your photo is real as mentioned by PFM above, since yellow borders and the diagonal blank text looks pretty easy to fake if you’d want to.
