Japanese Premium File VS Japanese Neo?

Requesting some help with how one can tell the difference between premium file Typhlosion 157 and the Japanese Gold, Silver, to a new world expansion printings?
Gold, Silver, To a new world is the Japanese equivalent of Neo Genesis for those wondering.

I believe the premium file cards lacked a rarity symbol

I just did some googling, and they also appear to have different artworks:

@muddy, I thought the art was different as well, but I see PSA graded cards with the same artwork with Typhlosion facing to the left and some have premium file on the slab, while others have japanese neo. Maybe PSA messed up.

I think PSA might have just messed up because Bulbapedia only shows the lighter Typhlosion art for Typh 157 in their neo set.

PSA is all over the place with differentiating the Premium File cards with the Pack Cards and has wrongly labeled cards. Which is why you shouldn’t take PSA as “authoritative” on certain cards like illustrator contests or snap pikachus.
But the starters from the premium file have a different artwork and lack the rarity symbol.The pack starters have a different artwork from the premium file and have a rarity symbol.
The English Neo Genesis actually contains all six cards as normal set cards.
