I have recently become interested in several Japanese promos.
Is there any good resources for learning to use a Japanese proxy in 2020 to purchase Japanese singles? Most guides that I could find are 3+ years old, has much changed? Has the value of such proxies diminished a bit with the rise of Japanese single sellers on eBay? Do you have a preferred proxy? Do you use it just for yahoo Japan or mercari as well?

Buyee is the most user friendly on the buying side, Noppin is useful for searching English phrases but preferably you should search in japanese to get the most card for your buck

Take a look at DEJAPAN too, recently bought a few cards and the Silver Bible using that site and it came out cheaper then if I had bought it from Buyee.

I prefer white rabbit express mostly for quality packaging and the level of customer service but their fees are definitely higher than others which have already been suggested here.
I use j-subculture for yahoojp auctions.
- They say zero commission but they have a mandatory insurance fee which at minimum at 100 jpy (basic forwarding, no checks) and highest at 600 jpy ( Check if the items are delivered in proper order)
- Basic bank handling fee which is 250 jpy always.
- Local delivery fee (based on package) from seller to their holdings.
They hold your package for 45 days (100 jpy per day penalty after that) so you can bundle many packages and choose delivery together.
Various delivery options as well. I personally use Registered SAL and have never had any issues till now. Their service and packaging is excellent. You can ask for many protections and they have always send my packages as fragile. They also have good documentation which helps immensely with customs in Europe. My packages have not been opened for checking till now. They are very quick to respond to your queries and can also negotiate on your behalf with the original seller if you ask them. I personally like them for the service.
I am using them a little over a year, their prices have not changed yet. Service is top notch as always. Hope this helps you. Cheers!
I use Buyee mostly. Their fees used to be really high but now they’ve capped them at 300 JPY.
