The holo version is definitely much rarer than the non-holo version. It’s not the most difficult ex to find, obviously we don’t know exact print numbers but the 1st edition Feraligatr ex seems to be the rarest in Japanese.
I spent quite a long time last year trying to track down a copy of this card and had no luck. Some of the rarest Japanese Energy cards to exist are the 6 PCG-P One Day Battle energies which were awarded to anyone who won 3 consecutive matches. The participation prize for this activity at the Spring Battle Road 2005 event was the 053/PCG-P Persian ex.
As @fourthstartcg mentioned this isn’t the most difficult ex card to find as that award very likely goes to 1st edition Feraligatr ex - I believe the packs intended for distribution were lost (to a fire, perhaps? I can’t remember now). The unlimited version of this however is nothing special.
I believe @vehicularmenace would be able to shed more light on this card than I can.

A sealed Japanese 1st edition Feraligatr Constructed Starter Deck blister sold for 7.5k USD in June 2019.
I think a sealed deck sold on auction in Japan for over 8k this year as well. Definitely the most expensive ex, and my money is certainly on the rarest as well.
It’s actually 97 set-based Japanese ex, my initial count of 89 did not include World Champions Pack as I was unsure as to whether that counted as a set release. Currently I’m not working on the promo/deck ex cards, they don’t have the same nostalgia factor to me. Perhaps one day I will pursue them though!
There’s really not Anything official apart from being a tournament prize card. It shows up rarely and when it does it’s kind of pricey. Been fortunate enough to get one at a relatively good price but centering is definitely a problem.
Pcg era is just not that common especially promos from that era. It’s challenging to collect but incredibly fun and rewarding.
