Is it common sight WOTC theme deck boxes have large holes like this at frontside? Afaik some made in Belgium products have small openings on both sides but made in USA should have full seal. Simply an unfortunate production error?
In 1998-1999 WotC was doing both seals… It’s the same era as Urza’s Saga.

I am questioning the fact of the circle seal being on the front… Should be on the sides only.

I managed to get extra pictures from seller. Both sides have full seal and backside is fine ( both have WOTC logos appearing ), bottom has clear wrapping without WOTC logos but this seems to be the case with Gym/Neo Discovery deck cases as well. Only worry is the opening on the front but the longer I look at it I think it’s simply production error due to shape and finishing.
Since you handle so many theme deck cases from time to time what’s your opinion with this listing? 
Could be end of the roll seal than, causing an unnecessary open end. Do the sides have h-seams? Because a full sealed box should have h-seams.

I have seen the sealed with circle holes in them before - not too uncommon. For someone to even have a Neo Genesis display case opened is a rare find so I do not see a counterfeiter having that and 8 individual decks to reseal. I would say it is fine. If this had been a few months back before I offered my theme displays up, I would be bidding on that.
