Is it an official release? Were there other cards released alongside Dragonite for this promotion?

For the Pokemon Fair in 2013, Seven Eleven had a tie up campaign with Pikachu and Eevee friends and also the release of the movie “Genesect: The Legend Awakened”. Each Meiji chocolate snack had one of these metallic cards and there were totally 10 of them in number. Mewtwo, Genesect, Iris’s Dragonite, Eevee, Leafeon, Pikachu, Stunkfisk, Sylveon, Vaporeon and Flareon.
