Just wondering if the box mentioned is an older print/has higher chances of no rarity, or if it’s totally unrelated to no rarity, can’t seem to find any info on those boxes!
AFAIK there isn’t a correlation with no rarity, although that seems to be the prevailing thought. I think the short pack base box that showed up a while ago was a ‘no text’ box, so that might explain it, although short packs aren’t a guarantee anyway.
It seems that most Gen 1 sets have both text and no text versions, I’ve seen Jungle, Fossil and Gym 1. I think the most likely explanation is that when they ordered the card stock, some orders did and some didn’t have the text.
Here’s my base deck case that is the long code variety (104-0061), so is the later version, but has no text.
The short pack boxes have a different design than normal boxes, a no bottom text booster box that looks the same as other boxes with FOR SALE IN JAPAN ONLY will 100% not have short packs. Even if you have a short pack box it is still incredibly unlikely to have no rarities as well but still a very very scarce item. I couldn’t tell you anyone who owns a sealed short pack box and have only seen a handful and of those all the silly buggers have opened them for a bit of quick cash.
What is the difference? I remember the short pack box having a smaller width due to the lack of the top flap on the pack itself.

Base of Japanese box doesn’t mean anything really… fairly high chance of normal cards, and normal packs, and even if it’s a short pack, doesn’t garuantee anything.
