Title says it all. In your opinion through the 20 plus years of Pokémon cards. What are the most underrated and the most overrated sets and why?

Overrated: neo destiny. Not a fan of many artworks, not impressed by the shinings. Also Dark pokemon don’t really feel in continuity with those in Team rocket set. They even lost the super gloomy/nightmarish/pessimistic flavor text.
Underrated: Hidden legends. A ton of beautiful arts here and nice atmosphere. Probably held back by the reverse foils that people seem to dislike, and not many cool ex card to chase. Also no goldstars.

Expedition forever underrated thanks to being low point in the hobby and the incredible crappiness of the holo Zard.

I’d say frlg is way overrated too
Early ex is pretty underrated RS and SS mostly. People seem to like dragon though it’s the same thing as the other 2

Overrated: FRLG, Dragon Frontiers, Team Rocket Returns (that’s right; I said it)
Underrated: Neo Discovery, Team Magma vs Team Aqua, Hidden Legends, Legend Maker, Sandstorm

I would definitely place Dragon above RS and Sandstorm. Dragon has a legitimate argument for best set ever. RS and Sandstorm are still both great, though.

It’s a good set, but it is lauded by many as the best EX set and I heavily disagree with that.

Overrated: Base Set
Underrated: Base Set 2
Overrated: Team Rocket Returns, Gym Challenge. Neo Destiny
Underrated: Noble Victories, EX Emerald
Team Rocket Returns: Chase cards are very hit and miss, and the misses are frankly super ugly and boring. The same goes with the holo selection.
Gym Challenge: Great set, but it’s overrated because Gym Heroes is better.
Neo Destiny: Isn’t nearly as good as Neo Revelations.
Noble Victories: Gets unfairly lumped in with Emerging Powers as a trash set. Cemented the ‘Full Art Meta’ for how TCG sets were designed for years to come, and still to this day. Had the first ever Full Art Trainer. (The other Full Arts in the set are amazing cards as well)
ex Emerald: Frankenstein set that has no official Japanese counterpart. It isn’t an incredible set by any means, but it largely gets ignored when people talking about the ex era sets.

It’s the first set that springs to mind when I think of the word overrated, I just didn’t want to have to explain myself (again.) 
I also completely agree with Dragon Frontiers.

Yeah the EX cards in Dragon Frontiers are ugly. I don’t like the borders at all (not to mention the art on them is pretty weak).

In my opinion:

Overrated:
– Base Set
/Expansion Pack 
: I think this is kinda obvious. It introduced some of the most well-known cards such as Base Set Charizard or Base Set Pikachu.
– Evolving Skies / Eevee Heroes : I remember people trying to pull Moonbreon. They used to buy lots of booster boxes.
– Legendary Collection : I’ve seen many people trying to focus on completing Legendary Collection … An interesting reprint set that brought back WoTC Mewtwo and Dark Raichu -
Underrated:
– Pokémon Web : A set overrated by me, underrated by others. I appreciate a lot that they actually reprint University Magikarp or Masaki Gengar. I haven’t seen people mentioning this expansion much and for most Spanish people, it’s technically unknown 
– McDonald’s Pokémon e-Minimum Pack : When people refer e-Card era, this set is usually not mentioned. Interesting cards such as Chikorita, Charmander and Squirtle.
– Pokémon Rumble : People say that its cards are ugly. Ironically they try to hunt them. 
– P Promos/J Promos/T Promos : Not an expansion, but I don’t care much … Early 2000s Promos are not mentioned very often … Specially J Promos, which are rarely mentioned. In my opinion, they have some of the best promotional cards.

Biggest L take. Team Rocket Returns is hands down the best ex era set. And better than any DP era set either.
Overrated: Base set (obvious), Neo Destiny, Legendary collection, FRLG
Underrated: ex Sandstorm, ex Hidden Legends, ex Legend Maker, ex emerald, Platinum, HGSS (base set), XY Double Crisis, Southern Islands, CP2, VS
Overrated: Legendary Collection. Wow reprinted cards for like the 3rd time in a couple years… people had fallen out of favor at this point anyway and the reverses looked kinda bootleg at the time (lol)
Underrated: EX Power Keepers, because gold star eeveelutions and Moonzard

Overrated: Neo Genesis/Destiny. I think the Shining texture actually reduced the amount of detail/character shown for each Pokemon
Underrated: EX Dragon Frontiers. If I had an unlimited budget, I would absolutely complete this set first before any else.
