It seems that there is conflicting information as to whether or not this is considered a tournament participation prize.
BGS labels it as Touch Change Garura Parent/Child Tournament Participation Prize and CGC labels it as Touch Change! Unnumbered Promo Garura Parent Child Tourn. PSA originally labelled it as Touch Change! Pokémon Card Fan Club and have since changed it to Trainer Picasso Touch.
Please correct me if I am wrong but from reading through the forum my understanding is that the cards issued to participants at the tournament are the exact same ones printed in the Pokémon Card Fan Club issue.
What is the sentiment towards this card in the hobby (including the artwork)? Why don’t I hear more people talking about it?
Both answers are correct. The original distribution was awarded as a participation prize. Participants of the Garura Parent/Child Tournament were given this card in May 1998. Then a month later, in June 1998, it was re-printed and distributed as an insert with Volume 5 of Pokemon Card Fan Club.
The real question is, why does this matter whatsoever? It is a unique artwork with a limited print run and limited distribution. Neither answer should affect its value.
Value is based around exposure/demand more than any other attribute. There are so many cards that have been printed into oblivion with high-value because flippers and hype-beasts have created content on them and preached about them to the heavens. If the right people build a position on this card or any other card, it will explode like anything else.
You can build a truly unique and somewhat rare collection on a very conservative budget if you do your own homework and your interest in collecting expands beyond following-the-leader.
