But to answer your question: no, I’ve never seen it on the E3 Pikachu before.
I have seen something similar a couple of times on Yu-Gi-Oh cards. It happens when they accidentally print the stamp twice, and the second time without ink and slightly misaligned.

That’s a nice unique error cards you have there.
