Wrong card. That one is the one that was released in CoroCoro magazine. You could get it for less than 200-300 quite easily. The copy you’re referring to is the one with Pikachu’s face encompassing the entire frame. It has no electricity coming from Pikachu. I’m on my phone so can’t submit images but a quick google search will show you what I mean. The seller has no idea of price values or anything about cards, just supported by the fact he has no other Pokémon product for sale. He’s just heard big things and made an assumption it’s worth a lot.

Anyway, that linked card is indeed known as SNAP Pikachu as well (which is WotC Promo #26 in English - and some other languages). The value however is about 1000th of the actual 1999 Photo Contest Pikachu SNAP; it’s approximately 20-40 USD for the Japanese version; 2.50-7.50 for the English, German, Italian; Spanish; and World Collection 2000 Spanish; and 75-125 USD for the French.
Some off-topic trivia:
- In Japanese it’s Glossy
- The Camera ‘set’ symbol on the Japanese card is the same symbol as on the actual 1999 Best Photo Contest and 65 Mario Stadium Best Photo Contest SNAP cards
- This is the only English card with “Photo” instead of “Illus.” at the illustrators name.
