Apparently the links from the US/Canada Newsletter Pokemon Center emails might be unique to each person, and that’s the only way you MIGHT be able to get the code to purchase Special Delivery Bidoof.

I’ve signed up to the newsletter just in case they send it again before July 10, unfortunately didn’t receive the first one.

To get the invite for registering for a chance to receive a code to get a promo with your purchase, you have to receive a marketing email from the Pokemon Center.

If you’re not registered for marketing emails from them, go register now! It might be too late, but it also might not be.

“*While supplies last. Get a code for a Special Delivery Bidoof card with eligible purchases of at least $20. Preorder and digital purchases are not eligible for gift offer. Offer to get a code will expire on July 10, 2021, at 11:59 p.m. PDT.”

I hope not. They’ve done other distributions through email over the years for releases in the video game, like Zarude and the legendary birds back in 2016. The email delivery has had a lot of issues every time, and there’s always a lot of frustrated people who are signed up to receive emails who never get one.
