From a pure continuity perspective yes, if you haven’t seen any of the anime and don’t know the core trio of characters. But considering that you probably have context on what a Pokemon is and who Ash is and the Pokemon universe on general, I personally don’t think it matters. You won’t miss out on a lot of you watch the movie first.
