Weighed Japanese Packs

I’ve heard that Japanese packs can’t be weighed or mapped, is this true?

Every single Japanese booster Ive ever brought off eBay has never given me any good pull, not even a Holo.
Is my luck just that bad?

Modern Japanese packs in which not every pack contains a holo can easily be weighted to at least reduce pull rates. Jungle through Neo (correct me if I’m wrong) all have holos and are not weighable.

So does the japanese side not have a weighed pack problem?

Many of the vintage packs have a holo in every pack (jungle - neo destiny) and some of the new special sets have a holo or ultra rare in every pack.

A massive reason I think some of the vintage japanese packs are criminally undervalued is because you can’t weigh them and they are in significantly better condition pack fresh.
