my husband found this around the house, what exactly is it? is it authentic? i cannot find any info on this!

It is an inauthentic/knock off Pokemon product that was often distributed in those quarter machines at arcades and such–usually stickers. Not a licensed Pokemon product and virtually worthless, though some consider it cool and historical nevertheless.

@brendantheclayboy is indeed correct, that one is a knockoff. Real Bandai cards with a similar back do exist, of which an article can be found here on the forum: www.elitefourum.com/t/carddass-pocket-monsters-pokemon-anime-collection/29374/1

But the one you have above is a fake one I’m afraid. Still looks cool nonetheless I guess.
