That’s the extremely limited edition 1 of 1 Charizardballer69 Pikachu Illustrator card. It’s the only card featuring Pikachu holding a crayon. There’s not a single PSA graded copy out there!
Just a custom card, looks cool though.
This is a perfect example of why “custom” cards are shit. More and more there will be these threads and people getting ripped off.

Yes, there are some fake Zards out there, and people do try to sell them for the real price, but you need to be an total idiot to buy something like that lol

It says raichu in hiragana and katakana.

If it’s custom, it’s a very old custom card. Cardboard feels old and looks old. Was in a binder for prob the last 20 years.
