I’ve never seen a card like this before. What’s it from?

I’d hazard a guess at it being a sticker, yes.
Looks like a fake card to me, the borders are uneven. And the actual card does exist, just not with the entire foil (as far as I know).
Could be a sticker aswell, even though it says “card” in the title 2 times…
It is a sticker. I got some of those from a vending machine back i the day for 50 cents.
