What set are these Pokémon cards from?

I recently came in possession of these Pokémon cards. The owner said they came from a tournament he had won in 1998/1999, but that’s all he knows. Any idea which set these come from?

They have a wonderful prism effect on the front. In the photo, they look like stickers, but they are indeed cards. The second photo shows the backs of the cards.

They appear from time to time here on the forum, I still think they are fake (they should have the back of the card like that of the Anime Collection cards), but that holo/artwork feels/looks fake

Dont know where they are from and if they are real or fake, but who cares, there is a charizard.
