Where is this Kyogre backed Seviper playing card from?

I have this Queen of Spades Seviper with Kyogre and ©2003 copyright date on the back. Here is a picture of it:

Based on the Kyogre and year, I would think it’s this playing cards deck:

But based on these two eBay auctions: one and two, the Queen of Spades in the deck is an Illumise instead of Seviper…

Are there more than one version of this Kyogre deck? Did they perhaps make multiple of them to cover the entire gen 3?
Any information, especially where the Seviper is coming from, is much appreciated.

To clear up confusion, the queen of spades is in place of 6 of spades

Woops… I also have another playing card Seviper with Kyogre back that’s a 6 of Spades (from 2015). Just edited my post above so it correctly states Queen of Spades instead of 6 of Spades. Thanks for noticing.

Yes, two of each deck (Kyogre and Groudon) and the two of each are indistinguishable from each other by their packaging (same designs, marks and barcodes).

Thanks a lot for the info and pictures! Weird that they created two decks each and they’re indistinguishable from one another. But the info is much appreciated!

And now I also know I won’t have to search for a Seviper from a Groudon deck. I originally thought the Kyogre and Groudon decks would be identical, except for their backs.
