Gen 1 had the birds and beetle but Gen 2 had some really good ones same with gen 3. Gen 4 and 5 were cool too.

So, I feel like Gen 1 were barely even legendary. They were like secret bosses that didn’t play into the story, and didn’t ultimately impact things. Mewtwo (the coolest btw) was only usable after you beat the game the first time… which might make him the ultimate legendary because you had to prove yourself FIRST.
But Gen 2 were the first, IMO, actual legendaries because they impact the story… well, kinda… actually, only in HGSS. Damn. I still have to say, Gen 3 wins for most legit legendaries in design, story lore, and impact. Though including Lugia from the second movie, it is a VERY close contender, even a toss-up with Gen 3.
Gen 3 feels the most “legendary”. Lugia by itself is amazing but not enough to carry the whole Gen 2 to the top.

I see… well yeah Gen 4 doesn’t have the best rookies, but by far are the best legendaries. To me BW has the best rookies for cards with that Zekrom / Reshiram FA
