How was the pull rate for 1 edition japanese ho-oh`s legend cards?
If the pull rate was low, then perhaps 1 edition should be rarer?
Unlimited is much rarer compared to 1st edition for the L sets in Japan

The unlimited Ho-Oh and Lugia legend pieces from L1 were only awarded as part of a lottery. The other legend pieces featuring all other legendaries were later reprinted in their respected sets L2, L3 and L4 both in unlimited and 1st edition.
So the rarest is unlimited Ho-Oh and Lugia by far, only 5000 copies. There isn’t a way to differentiate between the lottery and set unlimited cards for L2, L3 and L4 so it’s best to assume they are set cards.
