The above one is the Blastoise you would get by opening the Intro VHS Deck or intro pack. Theses is also known as the squirtle and bulbasaur half decks. These product was released by Pokemon in 1999 so kids would understand the mechanics of the game and also included the instructions via VHS (video tape).

In terms of rarity, I found the lightning symbol ones, way more common and more widely accessible, while the squirtle blastoise and the bulbasaur venusaur are harder to find. I believe they are undervalued actually.
