The only naked card I know of is the Japanese Misty’s Tears. 
(The term that’s usually used is ‘raw’. I like your ‘naked’ term for ungraded cards as well, though.)
Good luck in your search though! The Australian ©1999-2000 Fossil set is such an unique and niche one, that almost no one knows about. Good luck trying to complete the full non-holo set.
